Allows the Insurance Commissioner to serve legal process and license suspension/revocation notices via electronic mail in addition to registered or certified mail, effective October 1, 2025

Authorizes fines up to $5,000 for insurance licensees in addition to or instead of license suspension or revocation

Removes the requirement that insurers conduct at least one annual on-site audit of third-party administrators who manage benefits for more than 100 certificate holders, while maintaining the semiannual review requirement

Requires insurance companies to report agent terminations for cause to the Insurance Department within 30 calendar days of termination

Eliminates the requirement for insurance companies to submit annual reports by March 31 detailing motor vehicle insurance fraud investigations to the Insurance Commissioner
