Expands tuition and fee waivers for wartime veterans and Connecticut Army/Air National Guard members at all state higher education institutions, including regional community-technical colleges, Connecticut State University System, University of Connecticut, and Charter Oak State College

Adds extension fees for educational extension programs (including summer/winter sessions and intersessions) to existing tuition waivers for qualifying veterans and National Guard members

Veterans must have performed wartime service (excluding military academy attendance) and be domiciled in Connecticut at admission; National Guard members must be certified in good standing by the Adjutant General

Waivers are reduced by any employer educational reimbursement and coordinated with federal Post-9/11 GI Bill benefits, with institutions waiving only costs exceeding federal assistance

Effective July 1, 2025; received Joint Favorable reports from Veterans' Affairs, Higher Education, and Finance committees
