Caps costs for special education student outplacements at the greater of: two times the per pupil cost of an average student at the same grade level, or three times the town's per pupil equalization aid grant amount

Requires local and regional boards of education to pay for students who are home-schooled, enrolled in nonpublic schools, or attending charter schools if the student is testing at grade level

Payment for home-schooled, nonpublic, and charter school students set at the greater of: one-third the average cost per special education pupil at that grade level, or one-half the town's per pupil equalization aid grant amount
