The Commissioner of Energy and Environmental Protection is prohibited from modifying or revoking a consent order without the consent of the other party to the agreement

For consent orders involving land remediation, the commissioner cannot change remediation requirements or standards unless both parties agree to the modification

Either the commissioner or the other party may seek declaratory and injunctive relief from Superior Court to resolve disputes over consent order terms, conditions, or compliance

These protections apply only to consent orders entered into on or after the effective date of the act, which takes effect upon passage
