Extends the State Elections Enforcement Commission's jurisdiction to cover elections held for boards of directors of districts as defined in section 7-324 of the general statutes, or similar entities

Grants the Commission oversight authority over referenda held for the conduct of business of such districts

Amends title 9 of the Connecticut general statutes to implement these expanded powers
