Requires establishment of safe staffing committees at each adult correctional facility and youth facility in Connecticut

Adult facility committees must include the warden, deputy warden, captain, lieutenant, two line officers with at least 5 years experience, counseling staff, nursing supervisor, two nurses, facility physician, social worker, addictions specialist, teacher, technical job trainer, and the Corrections Ombuds

Youth facility committees include all adult facility membership plus two Department of Children and Families staff members

Unionized job categories select their own committee representatives; non-unionized positions are selected by the warden

Committees must establish safe officer post standards and staffing standards by shift for all job titles, and report these standards to the General Assembly's joint standing committee on Department of Correction matters
