Establishes a legal definition of "discount retailers" in Connecticut general statutes

Authorizes municipalities to adopt zoning regulations controlling the density and operation of discount retailers in their jurisdictions

Requires discount retailers to meet the same standards as grocery stores for accepting food assistance benefits, charging single-use checkout bag fees, providing bottle redemption options, and complying with health codes

Allows municipalities to impose an excise tax on discount retailers, with revenue deposited into the Main Street Revitalization Fund for distribution back to municipalities
