Transfers appointment authority for municipal housing authority commissioners from chief executive officers to the legislative body of the municipality (or board of selectmen where town meetings serve as the legislative body), effective October 1, 2025

Simplifies the definition of "governing body" to mean the municipal legislative body, eliminating separate definitions for towns, cities, and boroughs

Requires newly appointed commissioners (who are not being reappointed) to complete training from an industry-recognized provider for housing authority commissioners

Maintains existing requirements for commissioner composition: 5 commissioners with option for 2 additional if the authority operates more than 3,000 units or to comply with federal tenant representation requirements

Updates terminology throughout the statute, changing "chairman" to "chairperson" and making various technical clarifications to language
