Eliminates most certificate of need (CON) requirements in Connecticut by amending section 19a-638 of the general statutes

Retains CON requirements for transfers of ownership of health care facilities or large group practices to non-physician entities (such as hospitals, medical foundations, or insurance companies)

Maintains CON review for termination of hospital inpatient/outpatient services, including mental health and substance abuse services, emergency departments, and surgical services at outpatient facilities

Preserves CON requirements for relocating outpatient behavioral health, substance use disorder, women's health, or emergency medical services outside their current municipality

Keeps CON oversight for private equity acquisitions of controlling interest in health care facilities or large group practices of 10 or more full-time equivalent physicians
