Amends section 54-192h to allow federal immigration authorities to communicate with local law enforcement agencies and interview individuals in local custody

Restores requirements for law enforcement to maintain custody of individuals subject to civil immigration detainers who have been convicted of a felony or have pending criminal charges without posted bond

Requires custody retention for individuals with outstanding arrest warrants in Connecticut or who are identified as known gang members in the National Crime Information Center database

Mandates custody for individuals designated as Security Risk Group members by the Department of Correction or identified as possible matches in the federal Terrorist Screening Database

Applies to individuals subject to final deportation or removal orders or those who present an unacceptable risk to public safety
