Lessees of vehicles rented for less than 30 days would be considered the legal owner for purposes of automated traffic enforcement violations (such as red light or speed cameras)

Rental car companies would be explicitly exempt from responsibility for traffic violations captured by automated enforcement devices

Applies specifically to violations detected by automated traffic enforcement safety devices, not traditional officer-issued citations

Shifts liability for automated traffic fines from the vehicle's registered owner (rental company) to the person who rented the vehicle at the time of the violation
