Requires the Commissioner of Motor Vehicles to enter into reciprocal agreements with other states for mutual enforcement of delinquent motor vehicle property taxes

Prevents individuals with unpaid Connecticut motor vehicle property taxes from registering vehicles in participating states until taxes are paid

Applies the same restriction in reverse, blocking vehicle registration in Connecticut for those with delinquent motor vehicle property taxes in other participating states

Amends Title 14 of the Connecticut General Statutes governing motor vehicles
