Speed camera infractions may only be issued to the person actually operating the motor vehicle at the time the speeding violation was observed

Speeding violations cannot be enforced against any person if the issuing jurisdiction fails to prove that person was the driver at the time of the offense

The issuing jurisdiction bears the burden of proof for identifying the operator of a vehicle caught speeding by a speed camera

Amends general statutes to establish operator identification requirements for automated speed enforcement
