Amends section 14-99g to increase the penalty for illegal window tinting from an infraction to a fine of $100 to $300, comparable to reckless driving penalties

Provides an alternative to the fine: vehicle owners may replace the illegal tinted or darkened window instead of paying

Requires violators who choose window replacement to present the vehicle for inspection at the Department of Motor Vehicles to demonstrate compliance
