Commissioner of Motor Vehicles shall issue commemorative license plates honoring "The Borinqueneers," the primarily Puerto Rican members of the 65th Infantry Regiment who served with distinction in the U.S. Army, effective January 1, 2026

Plate fee is $60 in addition to regular registration fees, with $15 going to DMV for production costs and $45 deposited into the "Hispanic-American Veterans of Connecticut" commemorative account

No additional fees for plate renewals or transfers to/from Borinqueneers plates; Commissioner may establish higher fees for personalized, vanity, or low-number plates

Establishes a nonlapsing "Hispanic-American Veterans of Connecticut" commemorative account within the General Fund to provide bilingual services and assistance to Connecticut veterans and armed forces members

Funds distributed quarterly by the Secretary of the Office of Policy and Management to Hispanic-American Veterans of Connecticut, Inc., which may also accept private donations
