Prohibits foreign principals from the People's Republic of China or Russian Federation from directly or indirectly owning, possessing, or acquiring real property on or abutting military installations or agricultural land in Connecticut, effective October 1, 2025

Requires buyers of property abutting military installations or agricultural land to sign an affidavit under penalty of perjury attesting they are not a foreign principal, and file it with the Adjutant General within one business day of purchase

Foreign principals seeking to purchase property within a three-mile radius of any military installation must notify the Adjutant General 30 days prior; the Adjutant General has 15 days to review and issue a recommendation for or against the purchase

Property acquired in violation of the prohibition is subject to forfeiture through civil action brought by the Attorney General in superior court, with title vesting in the state upon final judgment

Commissioner of Administrative Services may sell forfeited property, with proceeds applied first to bona fide lienholders, then court fines, then to the divested party
