Authorizes state department heads to coordinate providing 20-foot insulated prefabricated homes with two bedrooms, full kitchen, and bathroom to eligible veterans

Eligibility requires veteran status, income below the federal poverty line, and demonstration of homelessness for the preceding 90 days

Prefabricated homes may be delivered to property owned by the veteran or by a consenting third party

Municipalities must identify an alternative location within 60 days if the prefabricated home fails to comply with local zoning regulations
