Department of Economic and Community Development would be required to conduct a study on ground floor commercial property vacancies throughout Connecticut

Study must identify causes of ground floor commercial vacancies and recommend ways to promote growth in these properties

Recommendations should address filling vacant properties with retail stores, restaurants, and small businesses that reflect community diversity
