Requires the Department of Energy and Environmental Protection to develop incentives for municipalities to adopt unit-based pricing (pay-as-you-throw) for residential solid waste disposal

Residents would pay per-unit or per-bag charges for trash disposal while saving money by removing recyclable items from their waste stream

Recyclable items covered include food scraps, textiles, and glass bottles

Municipalities would be encouraged to offset costs to residents through property tax reductions

Aims to reduce overall waste volume and improve sorting and separation of recyclable materials statewide
