Department of Social Services and Office of Early Childhood must establish a pilot program to mitigate benefits cliffs in public benefit programs

Program development requires consultation with the Labor Department, Department of Housing, Office of Workforce Strategy, and the two-generational initiative under section 17b-112l

Pilot program must follow recommendations from a report produced pursuant to Special Act 24-8

Addresses the "benefits cliff" where recipients lose public assistance abruptly when their income rises slightly above eligibility thresholds
