Connecticut Insurance Department would be required to conduct a study on how health carriers use prior authorization processes to deny medically necessary health care treatment

Study must examine the feasibility of creating a limited formulary of prescription drugs and medical services for which insurers may require prior authorization

Study must also evaluate potential penalties for health carriers that violate any established formulary restrictions
