Amends section 45a-649 of the general statutes to require Probate Courts to personally serve a copy of conservatorship applications to family members before acting on the application

Mandates notice to the person's parents, siblings, and children who are age 18 or older when someone seeks appointment of a conservator of the estate

Requires that all family members receiving the application be informed of the possible consequences of conservator appointment as outlined in section 45a-469(b)

Aims to ensure family members have awareness and opportunity to respond before a conservatorship is established over a relative's estate
