Establishes a working group to study poverty reduction methods including universal basic income, cash assistance programs, educational and employment training, and child care cost reduction programs

Working group will analyze systemic barriers to alleviating poverty such as housing policies, transportation access, health care access, child care access, and racial disparities

Membership includes commissioners (or designees) from Social Services, Children and Families, Early Childhood, Developmental Services, Public Health, and Education, plus legislative chairpersons and up to 10 appointed experts

Preliminary report due June 1, 2026, followed by a public forum in July 2026; final report due June 1, 2027, after which the working group terminates

Working group will identify funding sources (state budget, federal grants, philanthropic support) and develop methods for tracking economic mobility improvements in high-poverty areas
