Prohibits municipalities and special taxing districts from reducing or eliminating pension benefits for retirees who receive permanent partial disability benefits under workers' compensation (sections 31-308 or 31-308a) on or after October 1, 2025

Reaffirms existing protection that municipalities with pension systems as of July 11, 2007 cannot diminish retirement benefits that were in effect at the date of an employee's retirement

Allows municipalities to change pension administration as long as retiree rights and benefits remain at least equivalent to what was provided before the change

Preserves collective bargaining agreements in effect before October 1, 2025, which will not be impaired by these provisions
