Redefines "electric scooter" to include devices up to 100 pounds (increased from 75 pounds) that can be ridden upright or seated, with maximum speed of 20 mph, and explicitly excludes one-wheeled vehicles from the electric scooter category

Expands "motor-driven cycle" definition to include one-wheeled vehicles with floorboards or foot rests, and adds electric/hybrid motors with wattage not exceeding 3,700 watts or producing 5 brake horsepower or less

Requires all electric bicycle riders and passengers to wear protective headgear meeting ANSI, CPSC, ASTM, or Snell Foundation standards

Prohibits selling vehicles as "electric bicycles" if they can exceed 20 mph on throttle alone, are designed to be modified beyond e-bike specifications, or don't meet statutory definitions; violations constitute unfair trade practices

Establishes fines of up to $100 for first offense and $100-$300 for subsequent offenses for modifying electric bicycles to change motor speed or engagement without proper relabeling
