Appropriates $24.05 billion (FY2026) and $25.25 billion (FY2027) from the General Fund, with major allocations including $3.68 billion/$3.89 billion for Medicaid, $2.46 billion for Education Equalization Grants, and $1.66 billion/$1.71 billion for Teachers' Retirement contributions

Appropriates $2.27 billion (FY2026) and $2.41 billion (FY2027) from the Special Transportation Fund for Department of Transportation operations, rail and bus services, and debt service payments exceeding $900 million annually

Increases funding for private providers from $50 million to $126 million in FY2027, housing/homeless services from $104 million to $116 million, and hospital supplemental payments from $568 million to $778 million

Authorizes the Secretary of Policy and Management to make unallocated budget reductions of $63.7 million annually plus $25.5 million in FY2026 for targeted savings, and $5 million annually for judicial branch reductions

Requires the Comptroller to negotiate reduced hospital reimbursement rates for state employee health plans by June 30, 2026, with any savings to be redirected to increased Medicaid hospital supplemental payments
