Transportation grants to local and regional boards of education will be reduced proportionately if total grants exceed appropriations, effective July 1, 2025 and continuing for FY 2024 and each fiscal year thereafter

Creates the Learner Engagement and Attendance Program starting FY 2027, providing grants to at least 10 school districts annually for home visiting programs to reduce chronic absenteeism, with priority given to districts with highest absenteeism rates

Establishes a fee-waiver grant program starting FY 2027 to reimburse school districts for fees charged when high-need high school students enroll in advanced courses such as AP, IB, dual enrollment, or early college programs

Reduces the state's contribution to retired teachers' health insurance basic plan costs from one-third to 25% for FY 2026, and similarly reduces the state's share of health insurance subsidies from one-third to 25% for FY 2026

Removes the Office of Early Childhood from within the Department of Education for administrative purposes, effective July 1, 2025
