Updates statutory references in Freedom of Information Act training requirements and expands the list of sections the Freedom of Information Commission must cover in annual training sessions for public agency members

Clarifies that "hand-held scanner" includes mobile telephones, cameras, and other portable devices capable of capturing images of public records, with agencies permitted to charge up to $20 per scanning session

Moves the definition of "governmental function" from the general definitions section to section 1-218, which governs contracts exceeding $2.5 million between public agencies and private entities performing governmental functions

Requires special meeting notices to be delivered by electronic transmission or mail (replacing outdated "telegram" reference) and clarifies that notices must be posted on agency websites at least 24 hours in advance

All provisions take effect October 1, 2025
