Commissioner of Higher Education must establish a nursing student loan reimbursement program by January 1, 2026, for licensed registered nurses and licensed practical nurses who are Connecticut residents with student loans.

Participants may receive up to $5,000 annually in student loan reimbursement, awarded on a first-come, first-served basis within available appropriations.

Each participant must complete at least 50 unpaid volunteer hours annually providing healthcare services at a 501(c)(3) nonprofit or municipal government in a distressed municipality or federally designated health professional shortage area.

The Office of Higher Education may use up to 2.5% of program funds annually for administration, promotion, and recruitment activities.

Annual reporting to legislative committees on higher education, employment advancement, and appropriations is required beginning January 1, 2027, with the program effective July 1, 2025.
