Board of Regents for Higher Education and UConn Board of Trustees must adopt or update management and fiscal accountability policies by January 1, 2026, covering purchasing card use, state vehicle use, executive residency requirements, and uniform compliance training.

Purchasing card policies must include permitted/restricted uses, mandatory cardholder and supervisor training with signed acknowledgments, secondary review for spending limit exceptions, and accountability measures including card revocation for misuse.

Employment contracts negotiated on or after July 1, 2025 for the CSCU chancellor and UConn president must require maintaining primary residence in Connecticut.

Board of Regents must appoint a compliance officer by January 1, 2026 to conduct regular audits of CSCU institutions, assess internal controls, report findings to the board, and make improvement recommendations.

Constituent units of the state higher education system are added to the Comptroller's online expenditure database requirements, requiring them to submit contracts, grants, and employee payroll data for public posting.
