Establishes an interagency council on homelessness to advise the Commissioner of Housing on homelessness prevention and response efforts in Connecticut

Council includes 12 appointed members representing individuals with lived experience of homelessness, continuum of care organizations, domestic violence advocates, shelters, public housing authorities, mental health experts, local government, philanthropic organizations, faith-based groups, and housing developers

Regular members also include commissioners or designees from 8 state agencies (Housing, Aging and Disability Services, Children and Families, Correction, Labor, Mental Health and Addiction Services, Social Services, Veterans Affairs) plus representatives from OPM, Judicial Department, Office of Health Strategy, Connecticut Housing Finance Authority, and the Long-Term Care Ombudsman

Council must convene by October 1, 2025, chaired by the Commissioner of Housing, to coordinate policies across state agencies on homelessness prevention, emergency shelter support, permanent supportive housing, and affordable housing access

Annual report to the Governor and relevant General Assembly committees required beginning July 1, 2026
