Removes the requirement that drivers must be at least 60 years old to qualify for auto insurance premium discounts after completing an accident prevention course, effective October 1, 2025

Maintains existing requirements that the accident prevention course must be at least 4 hours, approved by the Commissioner of Motor Vehicles, and completed within one year of applying for the discount

Preserves the minimum 5% premium discount that applies for at least 24 months to qualifying drivers' automobile liability or physical damage insurance policies

Requires the Insurance Commissioner to study automobile liability insurance laws in other states, including coverage requirements and practices to lower premiums, with a report due by February 1, 2026

Excludes group automobile insurance policies where premiums are broadly averaged rather than individually determined
