Establishes a task force to develop guidelines for developmental screening tools used by physicians for children from birth to age three, and screening tools to identify maternal perinatal depression during well-child pediatric appointments

Directs the task force to design an Internet-based system for collecting, analyzing, and sharing screening data among physicians, health care clinicians, and early intervention programs

Task force consists of nine members including representatives from pediatric medicine, community health centers, maternal mental health organizations, child advocacy groups, and the Commissioners of Early Childhood, Social Services, and Mental Health and Addiction Services

All appointments must be made within 30 days of passage, with the first meeting held within 60 days

Task force must submit findings and recommendations, including proposed legislation, to the joint standing committee on children by January 1, 2026, at which point the task force terminates
