Commissioner of Early Childhood must develop a one-year pilot program for fiscal year ending June 30, 2026, to provide information about child care services, early intervention programs, and financial assistance to expectant mothers receiving prenatal care at hospitals

Five hospitals will be selected for participation, with preference given to those serving high proportions of low-income families and located in areas where child care demand exceeds supply

Customized documents for each hospital must include lists of local child care centers, group child care homes, and family child care homes, along with early intervention program information and financial assistance application instructions

Documents must be distributed to prenatal patients from January 1, 2026 through December 31, 2026, with a requirement to provide materials during the first trimester whenever possible

Commissioner must submit a report to the General Assembly's children's committee by June 1, 2028, analyzing the program's effectiveness and recommending whether to expand it statewide on a permanent basis
