Amends section 22a-113n(b) of Connecticut General Statutes regarding harbor management plans, effective upon passage

Harbor management plans may recommend development area boundaries, channel and boat basin designations, liveaboard vessel location limits, pump-out facilities, no discharge zones, and vessel operation regulations

Adopted plan recommendations are binding on state, municipal, and political subdivision officials making regulatory decisions or sponsoring development within the commission's jurisdiction, unless the official shows cause for different action

Adds new provision requiring officials to consider subsequent written recommendations (such as comment letters) from harbor management commissions, provided the recommendations arise from content already included in the adopted plan
