Prohibits the use of second-generation anticoagulant rodenticides (containing brodifacoum, bromadiolone, difenacoum, or difethialone) in Connecticut, effective October 1, 2025

Exemptions include: state employees conducting public health activities or protecting water supply infrastructure, local health directors controlling mosquito/vector breeding, eradication of invasive species on offshore islands, and agricultural activities (food warehouses, slaughterhouses, factories, breweries, wineries)

Allows use for public health emergencies when the Commissioner of Public Health or a local health director documents that other rodent control alternatives are inadequate

Requires the Commissioner of Energy and Environmental Protection to submit a report by January 1, 2027 analyzing the implications of restrictions, including effects on raptor health, public health, agriculture, and administrative resources

Establishes civil penalties of up to $5,000 per violation, enforced by the Commissioner of Energy and Environmental Protection
