Imposes a $1.50 per ton solid waste assessment on owners of resources recovery facilities, waste conversion facilities, transfer stations, and volume reduction plants, with exemptions for municipal-owned transfer stations, recycling facilities, and recycled/transferred waste

Directs all assessment proceeds to the sustainable materials management account (previously $2.8 million went to the General Fund), effective July 1, 2025

Expands allowable municipal spending of beverage container payments to include hiring municipal or regional waste coordinators, in addition to existing uses like recycling coordinators and litter reduction equipment

Requires the Commissioner of Energy and Environmental Protection to submit a report by January 15, 2027 on the need for and viability of establishing an extended producer responsibility program for consumer packaging

Late payment penalties include 10% of the amount due or $50 (whichever is greater) plus 1% monthly interest, with quarterly returns due by the last day of the month following each calendar quarter
