Amends Connecticut's Medicaid bundled payment for maternity services to explicitly include licensed lactation consultants certified by the International Board of Lactation Consultant Examiners (IBCLC)

Allows the Commissioner of Social Services to include payment through physicians and qualified practitioners for lactation consultants, doulas, and other nonlicensed practitioners as part of maternity care

Bundled payment methodology must be designed to improve health quality, equity, member experience, cost containment, and coordination of care

Requires consultation with health care providers, consumer advocates, and stakeholders before implementation

Effective date: July 1, 2025
