Requires the Commissioner of Social Services to amend Connecticut's Medicaid state plan to cover diapers for children from birth to age three when deemed medically necessary by a licensed physician, physician assistant, or advanced practice registered nurse

Defines medical necessity as diapers needed to prevent or treat severe diaper dermatitis, urinary tract infections, skin diseases from inadequate diaper hygiene, or conditions causing unusual voiding or delayed toileting (including developmental, psychiatric, or neurological conditions)

Mandates a report to the General Assembly's Human Services committee by September 1, 2026, detailing the number of children receiving coverage, state costs, and estimated savings from prevented health conditions
