Establishes a task force to study municipal penalties for landlords who commit health and safety violations and identify alternative mechanisms to encourage repairs and ensure habitable housing for tenants

Task force consists of 7 members: 6 appointed by legislative leaders (speaker, president pro tempore, majority and minority leaders of both chambers) and the Commissioner of Housing or designee

Initial appointments must be made within 30 days of passage, with the first meeting held within 60 days; legislative appointees may be members of the General Assembly

Task force must submit findings and recommendations to the joint standing committee on housing by January 1, 2026, after which the task force terminates

Administrative support provided by staff of the General Assembly's joint standing committee on housing matters
