Labor Department distributes youth employment and training funds to regional workforce development boards, replacing fixed percentage allocations to five named boards with a formula based on each region's percentage of disadvantaged youth

Disadvantaged youth defined per 29 USC 3162(b)(2), with regional percentages determined by U.S. Department of Labor census data on disadvantaged youth and adults

Previous fixed allocations eliminated: Capitol Workforce Partners (32.5%), The Workforce Alliance (22.5%), The Workplace Inc. (12.5%), Northwest Regional Workforce Investment Board (22.5%), and Eastern Connecticut Workforce Investment Board (10%)

Hold-harmless provision caps funding reductions at 15% per fiscal year for any regional board, with other boards' allocations reduced proportionately to offset the difference

Effective July 1, 2025, with the hold-harmless provision applying beginning fiscal year ending June 30, 2026
