Office of Policy and Management will administer grants to municipalities for constructing, improving, and expanding public infrastructure (water lines, sewer lines, roads) associated with affordable single-family and middle housing developments

Eligible projects must be tied to housing subject to affordable housing deed restrictions as defined in state statutes

Secretary of OPM must develop eligibility criteria, application process, evaluation criteria, expenditure guidelines, and municipal reporting requirements

Municipalities must refund unexpended grant amounts upon project completion or if funds are not spent according to guidelines

Annual reporting to the General Assembly Planning and Development Committee required starting July 1, 2026, detailing applications received, projects described, awards made, and amounts granted
