Department of Emergency Services and Public Protection must develop and implement a plan for investigating incidents involving unmanned aircraft of unknown origin by January 1, 2026

Plan must include incident response and investigation procedures, reporting and documentation protocols, data collection and analysis protocols, guidelines for interacting with witnesses, and risk mitigation strategies

Department must annually review the plan and make revisions as necessary

Department must submit the plan to the General Assembly's Public Safety and Security Committee by January 1, 2027, and annually thereafter
