Residential care homes must provide written notice to residents at least 30 days before an involuntary transfer or discharge, including the reason, effective date, destination, and appeal rights

Facilities must submit transfer/discharge notices to an Internet web portal maintained by the State Long-Term Care Ombudsman on the same day notice is given to the resident

Residents may appeal involuntary transfers or discharges to the Commissioner of Public Health within 10 days, with hearings held within 7 business days and all transfers stayed pending final determination

Involuntary transfers or discharges are prohibited if they present imminent danger of death to the resident

Effective date is October 1, 2025, amending Section 19a-535a of the general statutes
