Increases the capacity threshold for alternative on-site sewage treatment systems under Department of Public Health jurisdiction from 5,000 to 10,000 gallons per day, effective July 1, 2025

Requires the Commissioner of Public Health to adopt regulations establishing minimum requirements for small community sewerage systems and household/commercial subsurface sewage disposal systems

Authorizes the Commissioner to issue and update technical standards for on-site sewage disposal system design, installation, engineering, and operation without going through formal regulatory processes

Strengthens public water system approval requirements by mandating department approval before construction, expansion, or utilization of any system providing drinking water, with detailed plan submissions including sanitary radius and potential effects on nearby water sources

Creates a new biennial license renewal requirement for licenses issued under section 20-278h, during the anniversary month of initial licensure
