Establishes a "Senior Citizens' Bill of Rights" for Connecticut residents aged 65 and older, effective October 1, 2025

Guarantees five core rights: living in the community of their choosing, maximum independence regardless of age or ability, participation in care decisions, living with dignity, and being treated inclusively and with respect as their authentic selves

Requires nursing homes, managed residential communities, and state-licensed or state-funded elderly housing facilities to post notice of these rights at their entrances in at least 14-point type

Permits municipalities to voluntarily post notice of these rights in public places

Rights are subject to implementation through existing state statutes, regulations, federal law, and state and federal constitutions
