Raises the cost threshold requiring state agency actions to conform with the State Plan of Conservation and Development from $200,000 to $1 million for real property acquisitions, development projects, and public transportation equipment purchases, effective July 1, 2025

Requires the OPM Secretary to adjust these dollar thresholds every five years starting January 1, 2026, based on the Producer Price Index for Construction, and publish the adjusted amounts online

Changes the state agency compliance process from requesting advisory statements to submitting notices to the OPM Secretary describing how their actions conform to the plan

Removes references to "priority funding areas" from municipal planning requirements and repeals Sections 16a-35c through 16a-35h of the general statutes, which governed priority funding area designations

Updates the state grant consistency requirement to apply the $200,000 threshold to applications submitted before October 1, 2025, and the new $1 million threshold to applications submitted on or after that date
