Amends Section 8-28 to clarify the deadline for publishing notice of planning commission actions or decisions in local newspapers from "within" to "not later than" fifteen days after such action or decision

Applies to all official actions or decisions of planning commissions, including but not limited to approval or denial of subdivision plans

Maintains existing requirement that appeals from planning commission decisions follow the provisions of section 8-8
