Extends the health savings account subsidy program for paraeducators from fiscal year 2025 to fiscal year 2027, providing subsidies to paraeducators employed by local or regional boards of education who open HSAs or enroll in high deductible health plans

Extends the health benefit premium subsidy program through fiscal year 2027, providing up to 10% of aggregate premium costs to school boards to offset paraeducators' employee share of health insurance premiums

Requires the Comptroller and Commissioner of Education to enter a memorandum of understanding allowing use of $5,000,000 appropriated to the Department of Education for paraeducator assistance

Mandates local and regional boards of education pay the full employee contribution for paraeducator retirement benefits under the municipal employees' retirement system or other applicable retirement system

Requires the Comptroller to annually reimburse school boards at least 50% of the cost of paying paraeducator employee retirement contributions
