Expands Public Utilities Regulatory Authority's ability to select third-party implementers (Connecticut Green Bank, DEEP, electric distribution companies, or other third parties) for any ratepayer-funded clean energy, renewable energy, or electric grid modernization program, replacing the previous limitation to specific programs like EV charging and renewable energy programs

Establishes a municipal electric grid modernization grant program administered by the Office of Policy and Management to provide grants-in-aid to municipalities that own and operate municipal electric utilities for grid infrastructure modernization

Authorizes the State Bond Commission to issue general obligation bonds (amount unspecified in draft) to fund the municipal electric grid modernization program, with bonds maturing within 20 years

Municipalities operating electric utilities under Chapter 98 may apply to OPM for grants, with the Secretary authorized to prescribe application requirements and technical or procurement conditions

All provisions take effect July 1, 2025
